Support at Home program: Things You Need to Know
From 1 November 2025, the Australian Government will replace Home Care Packages (HCP) and Short-Term Restorative Care with a new system: Support at Home.
The Commonwealth Home Support Program (CHSP) will transition later, no earlier than July 2027.

Key Changes
- Eight levels of tailored support – More flexibility to match individual care needs.
- Shorter wait times – Faster access to services and interim funding while waiting.
- New assessment system – A streamlined process with automatic priority ratings.
- Three funding categories – Clinical care, independence support and everyday living
- Assistive technology and home modifications – Separate funding of up to $15,000
- New service options including end-of-life and short-term care
For Current Home Care Package Users:
- You will automatically transition on 1 November 2025
- Your budget will match your current care level
- No reassessment needed unless your needs change
- If you were on the National Priority System before 12 Sept 2024, you will receive equivalent support.
Funding and contributions
Support at Home introduces fixed prices and capped fees. Contribution amounts depend on service type and your financial situation.

Other groups (part pensioners, self-funded retirees) will have scaled co-payments based on income and service type.

- Restorative Care (6–12 weeks) – Regain independence
- End-of-Life Care (12 weeks) – Support to stay at home
Assistive tech and modifications
New funding scheme offers:
- Low: $500
- Medium: $2,000
- High: $15,000

If you were already receiving care or on the waitlist before 12 Sept 2024, you will not pay more than you do now—and you will keep your current level of care.
